Frank Hopkins has more than thirty years electronics experience including over twenty five years experience in the design of electronics systems for over 200 facilities. He specializes in the design of security and communications systems, that integrate alarm gathering and annunciation with door control systems, access control systems, surveillance television, intercom, guard tour verification and fire alarm systems. This combines with his expertise in communications systems which include CATV / MATV / SATV, video tele-conferencing, video projection, audio/visual projection, voice and sound reinforcement, and telephone & data distribution systems.

AT&T Building - Bandon, Oregon
This project included fire alarm, security, access control and CCTV systems with separate and redundant systems for their tenants: MCI, and Sprint. To maintain the facilities low profile public image, the CCTV system included infrared lights, night viewing cameras (mounted together with regular cameras in the outdoor enclosures) with a connection to the security lighting system's photocell for automatic camera switchover at dusk and dawn.

U. S. Department of Energy, Bonneville Power Administration - Oregon and Washington
Work included a series of projects including multi-site, mutil-building facilities. Systems designed included access control, security, and CCTV systems at the 100 acre - 24 building Celilo site in Oregon, and at the 40 acre - 10 building Ross site in Washington, and several maintenance facilities in Oregon and Washington.

Central Washington University - Ellensburg, Washington
This project included fire alarm and security upgrade at several campus buildings. 

Columbia Gorge Community College - Hood River, Oregon
This project included the replacement of all security and fire alarm systems, campus wide.

Confederated Tribes of Umatilla Interpretive Center - Umatilla, Oregon
Work included security and life safety fire alarm systems throughout the facilities.

Work included airport perimeter security using active and passive infrared, active and passive microwave, and CCTV surveillance systems.

Environmental Protection Agency / Oregon State University - Corvallis, Oregon
This campus-wide (27+ building) replacement of a variety of existing fire alarm systems with a single life-safety system featured a state-of-the-art addressable fire alarm system with a distributed data topology, multiple liquid crystal annunciator panels and a computer interface with graphics software. In addition to calling the fire department in the event of a fire, the system was designed to: monitor emergency shower and eye-wash stations and automatically call emergency medical response teams to the initiating area. The system was designed to monitor process controls associated with critical systems and automatically call the appropriate personnel to the point of initiation.

Freightliner Corporation - Portland, Oregon
This project provided an integrated security / access control system in the headquarters building and included the adjacent 4 buildings of a LAN and 3 other sites on a WAN.

Intel - Aloha, Oregon
This was a series of projects at the Aloha, Hillsboro and Beaverton facilities. Work included monitoring and control of toxic gas management systems, fire alarm systems and a variety of life safety / security systems.

Oregon Health Sciences University - Portland, Oregon
This project included the replacement and expansion of OHSU's fire alarm systems.

Parkrose School District - Portland, Oregon
This project included fire alarm and security systems, and rough-in for telephone and category five data in five elementary schools and one middle school.

PCC, Cascade Campus - Portland, Oregon
This Office / Library building expansion and remodel included telephone/data rough-in, media retrieval, security and fire alarm systems.

Port of Portland, Portland International Airport - Portland. Oregon
This project included the replacement and expansion of the existing CCTV system throughout the airport and included a comprehensive networked video archival system for most new and many existing cameras.

Port Of Seattle, Sea-Tac Airport - Sea-Tac, Washington
Work included designs for an expansion of the CCTV, security, and fire alarm systems throughout the parking structures.

PSU, Central Receiving Station for all PSU and OTI campuses - Portland, Oregon
This project provided a UL Central Receiving Station for fire alarm and security alarms generated at all on-site and off-site PSU buildings, the Oregon Institute of Technology Buildings and numerous other facilities which contract to PSU for their central receiving station needs. In all more than 50 buildings were being monitored at the time of construction completion.

PSU, Ondine Building Security and Fire Alarm Replacement - Portland, Oregon
This was a fire alarm project for a thirteen story high rise with multiple occupancy, multiple use building consisting of a theater, restaurant, museum, retail, office, and student dorm components.

Salem Hospital Security Renovation and Expansion Project - Salem, Oregon
HK, Hammes Co., and KMD worked together on this 5 story hospital building that expands the existing Hospital building. HKs work included provided security, access control and CCTV system designs.

US Bank Tower - Portland, Oregon
This project included the complete replacement of fire alarm systems to meet the high rise and ADA requirements throughout this existing 40-story tower and adjacent 7-story Plaza building. Designs included access control, a new security / fire alarm Fireman's Command Center and redundant fire control systems networked in each of the two buildings to support each other. Note: Total change orders on this project were less than ½ of 1%. Also after two years of operation there have been no false or nuisance alarms generated.

Multnomah County Inverness Jail (Phase 2 and 3) Expansion - Oregon
Phase 2 (1990) expansion of this minimum-security detention facility included the addition of space for 220 new beds and administration areas and upgrading the facility to medium-security requirements. Phase 3 (1997) consisted of the expansion of this 440 bed facility to 930 beds and the complete renovation of all administration and kitchen areas. Work included the provisions and/or expansion of all door control, door monitoring, intercom, paging, video surveillance, MATV, internal radio distribution, nurse call, video arraignment, and site intercommunications systems. Also included was integration of the access control system with the Owner’s county wide system. Note: The county has directed that all future systems are to be modeled after our work at the Inverness facility.

Oregon State Master Plan - Oregon
This master plan evaluated the existing condition, expansion capacity, spares inventories, remaining economic life of every data and telecommunications system and every security, fire and communications system in the Oregon DOC system.

Portland Community College, Sylvania Campus - Portland, Oregon

Mr. Hopkins is a member of the American Jail Association (AJA), and is on the committee of advisors for curriculum studies at ITT Technical Institute and is a regular guest speaker at ITT and the International Brotherhood of Electrical Workers. (IBEW) 

He has been a Guest Speaker for seminars hosted by the American Society for Industrial Security (ASIS) and for the Society of Manufacturing Engineers (SMI).

Mr. Hopkins has been a guest on television news shows as a security expert to provide analysis and perspective with regard to breaking news stories. He has been quoted in news papers, magazines, and other media.

Mr. Hopkins has received numerous awards for public service including "Man of the Year" from the Congressional Businessmen's Advisory Council.
